A recent visit to Air Information Division, Library of Congress, revealed that a security problem exists with the use of CIA's ISC by AID".s subject catalogers. Since the code book is presently classified Confidential, it cannot be kept on the cataloger's desk but must be used in the front office where other classified material is stored. 2. If no attribution were made to CIA or any other intelligence component of the IAC, the code book would be no different basically than any other classification system (LC, Dewey Decimal, Bliss, UDC, etc.) I. It is, therefore, recommended that serious consideration be given to the declassification of the subject code for use by non-intelligence components so that any part or all of our classification scheme can be reproduced if there is no attribution made to any IAC activity.
