SUBJECT: The JIGSAW Committee's Recommended Priority Program
for Intelligence Production on International Communism
1. The Director of Intelligence, U.S.A.F., concurs in the desir-
ability of minimizing duplication and overlap in intelligence production,
and subscribes to 'the policy of information exchange as a practical
approach to this problem.
2. The Director of Intelligence, U.S.A.F., has reviewed with
interest the "Draft Framework ahd Fields of Investigation for an Over-
all Production Plan of National Intelligence on International Communism"
and "JIGSAWts Recommended Priority Program." The Director of Intelligence,
U.S.A.F., is of the opinion that lack of understanding of the basic
elements of world communism is one of the more notable voids existing
within the U.S. intelligence complex. The suggested priority program
certainly outlines a field of research for which a need exists. On this
belief, the IAC agencies concurred over a year ago, at the time that the
JIGSAW Committee was formalized,
3. Due to heavy production requirements and personnel limitations,
the Directorate of Intelligence has been forced to devote its effort
to those enterprises which bear the most promise of fruitful results
within the time when they can be useful. Even though the Director of
Intelligence, U.S.A.F., would like to contribute directly in the produc-
tion of "JIGSAW's Recommended Priority Program", such participation is
not considered to be practicable at this time. However, it is the
intention of this office to furnish material which is available in
approved intelligence studies or estimates.
