1. The followin memorandum. from the White House,, dated 3
April 1950 is quoted below for your. informations

TO 'Ti 'E FUDADS OF EX.ECUTTVE DEPARTMENTS AND AGENCIES
"Ceremonies have been planned to pay tribute to His Excellency
Gabr. of Gonzalez Videla,' President of Chile.,, who will arrive in
~ias,hin~ton April twelfth, for the purpose of making an official rrisit
to the United Statesa
"Ills Excellency will reach the National Airport at 3:00 PM, EST,
on 'Fednesday, April twelfths where there will be a brief cerento y
after crossing the Memorial Bridge, and rounding time Lincoln Liemorial,..
he will proceed along 23rd Street to Constitution Avenue (expected to
arrive at Constitution Avenue at approximately 3x,15 PM),, east on Con-
stitution Avenue to 12th Street, north on 12th Street to Pennsylvania
layenue, wost on Pennsylvania Avenue to the District Building at 14th
Street and Pennsylvania Avenue, whore he will be officially welcomed
and prosontedwith the key to the City of ti.fashingtbn. Ho-will then
continue along Pennsylvania Avenue to 15th Street,, north on 15th Street
to Pennsylvania Avenue, west on Pennsylvania Avenue to the Blair House.
"It is desired that as many as possible of the government employees
extend their greetings to President Gonzalez Videla. For the accomplish-
ment _~f this purpose, :t'rosident Truman has indicated that the Heads of
the d6tartments and a~r,encies"shall excuse from work those employees
whose services can be spared, without charge to annual leave, for such
time as is required to greet President Gonzalez Videla on April twelfthp
Th.-.,se members of the Nati -nal Guard participating along the route to be
taken by the Presidential party will also be excused from duty with-
oat charge to annual leave at an hour early enough to permit there to
arrive in uniform at their appointed stations.
