Approved For Relea 2000/05/04: CIA-RDPE sop" 15 August 1947 MEMORANDUM FOR: Subject: Reorganization of Central Intelligence Group 1. The Director of Central intelligence desires to inform the Intelli- gence Advisory Board of a proposed change in the organization and functions of the Interdepartmental Coordinating and Planning Staff in view of the fact that the entire membership of ICAPS, other than clerical, is provided by IAB agencies. 2. During the past year of operational experience, the initial liaison and planning function of ICAPS has been so well implemented that its work rw quirements have considerably diminished. The broad operational direction of CIG operations has been generally determined, and the coordination and estab- lishment of liaison at working levels generally accomplished. Operating offices have increased in efficiency and have trained personnel to the extent that they now take a more active and positive part in inter-departmental co- ordinating and planning activities. 3. a. IAB agency representation has been well established in the operating offices, and broader representation is to be provided. b. Recent reorganization has provided for a high level military advisory group in the Office of Reports and Estimates which produces our final intelligence product. It is intended that this group will insure proper consideration of Army, Navy, and Air Force policies and requirements in connection with this product. This personnel can also be consulted on overall military matters. c. A senior level of military representation is also provided in the Office of Collection and Dissemination. d. The senior representatives in each Office will continue to main- tain adequate liaison with the agencies from which detailed. 4. It is considered desirable at this point of development in inter- departmental coordination to provide for a permanent Ad Hoc Committee to be composed of a representative designated by each of the IAB members with a permanent Chairman designated blr the Director of Central Intelligence. The Committee would be available to be called together at any time to consider intelligence matters of interest to the IAB, and to make recommendations to their respective chiefs in connection with problems to be brought before the IAB. It is believed that this plan will provide more adequate coordination in inter-departmental intelligence planning than has heretofore been practicable. 5, a. As an initial step in the implementation of this plan, ICAPS is to be replaced by a Coordinating and Liaison Control office to be headed by a nominee of the Department of State responsible to the Director. b. His functions will be: (1) Advise the Director on overall problems and policies pertaining to inter-departmental operational coordination and liaison control, and maintain liaison with the National Security Council in oonnoction therewith. (2) Provide the Director's representation on all IAB ad hoc committees, utilising members of the military advisory group when necessary. (3) Arrange for arid. supervise inter-departmental co- ordination in connection with operational planning for the collection, production and dissemination of intelligence and intelligence information, including the participation of appropriate CIG agencies. (4) Control and recommend policies governing operational liaison and initiate external contacts in connection therewith. 6. As it is desired to effect this change in the immediate future, your comments are requested. If you approve, it is requested that the name of the proposed ad hoc committee member from your agency be submitted to the Director of Central Intelligence. #,C PY, % R. H.
