Attached are the detailed views of ICAPS Members on the above subject. Briefly, most of us think that, with CIA "legitmatized" in the National Defense Act and thus being more firmly established in its own right, many of ICAPS' original functions have naturally changed or have ceased to exist. 3, The Standing Committee Members in the IAC Agencies do much of the coordination work, making ICAPS an expensive duplication. 4. And, most of the current planning is done by the various planning staffs in CIA offices - who maintain direct 1isisan on the operational level with most of the IAC agencies. Accordingly, nowadays there is not enough work to keep ICAPS 25X9A2 busy with its present staff of 25X9A2 6. Only -''CAPS Officers are now more or less permanently occupied part-time on outside committees (K$O Staff and SANACC Subcommittee) and much of this work is non-essential from the CIA point of view. Approved For Release 2000/05/04: CIA-RDP67-00059A0} Approved For Release X000/05/04 :CIA-RDP67-00059A000200110072-8 7, Some overall interdepartmental coordination and liaison is desirables in addition to that performed on the operational level., and some overall planning? and some representation on committees., at least in the initial stages of a project or when a subject under discussion is of especial interest to CIA. We think that all of this can be done with a much smaller personnel in ICAPS and that the balance of the ICAPS personnel can be more advantageously used elsewhere in CIA. 8. This memo refers only to ICAPS as presently constituted and only to the work now allotted to ICAPS. Whether or not additional duties should be given to ICAPS or the former survey and inspection work restored to ICAPS are matters which I think are within the purview of the Directorate.
