PROPOSED ADMINISTRATIVE ORDER
In accordance with the responsibility enumerated in the
Official Organization Chart of CIA., all individuals are admonished to
refer any matters involving interdepartmental coordination between
the IAC agencies to the Interdepartmental Coordination and Planning
Staff.
2, This Staff of the Director will continue to foster strong
-working-level arrangements between the agencies,, and hence ICAPS will
not assume active participation in the problem until it determines
that overall interdepartmental coordination is necessary.
3. The IAC has established procedures for giving consideration
to and voting on interdepartmental agreements., policies.. and procedures
which -we are obliged to follow. It is a function of ICAPS to handle
the interdepartmental circulation of porposale, to steer discussions
with the IAC Standing Committee,$ and to follow the prescribed voting
procedure with the IAC agencies.
