Upon invitation of comments there ensued lengthy discussions by individuals present: who in the majority of cases illustrated their suggestions or comments by diagramatic sketches on the black board. Although the discussions touched upon a variety of connected subjects in organization 2g3k1ykei.nitions of various organizational. terms it was emphasized repeatedly by that the-coordinating and planning mission of ICAPS which includes a supervisory function over the offices of CIG required a strong independent organization responsible directly to the Director. ICAPS on several occasions was referred to as the CIG's "spark-plug" 25X1A9a pointed out the overlap of his Operations Branch with the supervisory function of IC.t, and pressed for a clarification of the relationship. In this connection there was much discussion over the definitions of operations as opposed to coordination. 25X1A9a Finally p roposed that the Operations Branch of the Executive Staff be trans erre the ICAPS. It was pointed out at this time that the Operations Branch was concerned mainly with the functional organization of the CIG which should more properly fit into the ICAPS structure. Colonel - agreed to this transfer and decision was made to effect this change. This situation led to the Director's expressed desire to maintain teletype communications tt th State1 War and Navy. Means for establishing these machines were discussed. It was generally agreed that whereas the machines in the departments should be located as closely as possible to their classified message centers, those in CIG should most profitably be placed in the South Building of the Central Group now occupied by the OR&E. In order to implement this decision it was decided that a communications conference would be held in the near future. 25X1A9a At this time it was also stated by that in order to strengthen the ICAPS to the point where it oould.perform its assigned functions it was his opinion that each of the services should be represented therein by three representatives, and that a comparatively senior member of each service having the full confidence of his on department should maintain the closest possible liaison therewith to assure proper flow of dissemination to CIG.
