AUTHORITY
By authority of the Director of Central Intelli-
gence,, the ICAPS is designated as his direct representa-
tive to oversee the whole intelligence structure and
mechanism; to coordinate the Federal intelligence;.
to make recommendations for its improvement; and, to
pass on all plans and recommendations prepared in
connection therewith.
RESPONSIBILITY
The ICAPS is responsible to the Director of
Central Intelligence for seeing that the facilities
of CIG and of the Federal intelligence agencies are
adequate and coordinated; that the directives of the
NIA and of the Director of Central. Intelligence are
properly implemented and.executed; that CIG is
providing the best possible service to State, War,,

and Navy; that inter-agency and GIG distribution of
raw materials is complete and adequate; that all
appropriate fields of intelligence are adequately
covered;,and that the methods, procedures;, and controls
in CIG and State, War, and Navy intelligence agencies
are such as to produce the most accurate and complete
National Security intelligence.
