1. Draft of functions of office of Operations sent to
Executive to Director for final decision.
2. Draft of Operations Memorandum No. 2 to replace Operations
Memorandum No. 1, covering liaison policy sent to Executive to
the Director.
3.1 Obtained decision from DCI on organizational structure
andrsonnel requirements for OSO. Final action postponed for two
or three months, but targets were established - OSO informed.
4. Drafted:
a. Functions for OCD
b. Functions for ORE
c. Recommendations for implementation of OCD plan for tele-
type collection aid dissemination,
5. Assisted Captain Watts in initial preparation of detailed
liaison instructions for IAB agencies mad GIG activities.
6, Participated in ICAPS discussions and drafting meetings
on various problems?
