1. Psychological warfare: Attended meeting of the SYuNCC
ad hoc subcommittee on Thursday, 2!~ Uctober 196.
The committee is now forming its final report on a recom-
mended wartime and a peacetime organization. In general, a permat-
nent subcommittee of SWNCC, consisting of

is being recorarnended. Some trouble is being experienced in writing
the charter of this subcommittee. It was first intended that the
committee should be a planning body drily but in the field of clan-
destine psychological warfare, I have pointed out that o~ efforts
in CIG would probably be more effective in time of war if
a. ~,reacetime policy were determined on a high level
b. CIG were given guidance in peacetime for the conduct
of ~'black~'' operation in time of war or national emergency.
Note: A. necessary prelude either to planning or operation by CIG is
a clear directive from NIA (or higher).
In addition to the foregoing, I am asking the ad hoc sub-
committee to include in the charter of the permanent committee a
statement that it shall state its intelligence requirements to the
Director of Cehtral Intelligence at such intervals as the situation
may require.
2. Scientific Intelli ence Requirements for Russia. Compiled
and distribute nutes of the meeting he on Tuesday, 22 October 19Lt6.
Informed Mr. Ralph Clark of JRDB of the results of the meeting and he
agreed to submit a statement of JRDB~s requirements to on 25X1A
or before 5 November 19l~6.
