IMPTNIENTING SUPPLEMENT
1. To implement certain overall policies and objectives
,established by the National Security Council for the centrali-
zation of those services of common concern which can, in the
opinion of the Director of Central Intelligence and in that
of the appropriate member or members.of the departments, be
more efficiently accomplished centrally:
a. The Director of Central Intelligence, with the
