ESPIONAGE AND COUNTERESPIONAGE OPERATIONS
Pursuant to the provisions of Section 102 (d) of the National
Security Act of 1947, the Nat3 on ,l Security Council hereby author-
izes and directs that:
1. The Director of Central Intelligence shall conduct
all organized Federal espionage operations outside the United
States and its possessions for the collection of foreign in-
telligence information required to meet the needs of all De-
partments and Agencies concerned, in connection with the na.-
ti onai security, except for certain agreed by other
Departments end Agencies.
2. The Director of Central Intelli n e .3i-;.Y1l conduct all
organized Federal counter-espionage opera~i.cns ol;.ts ~.de the
United States aac. its possessions and in occu;o:~_orl areas' pro-
vided that this authority shall not be construoc. to preclude
the counter-intelligence activit ss of any array, navy or air
command or installation and certain rr;reed activities by De-
partments and Agencies necessary for the security of such or-
Go nization.s.
3. The Director of Central Intelligence shall be respon-
sible for coordinating covert and. overt intelligence collection
activities.
4. When casual agents are employed or otherwise utilized
by an IAC Department or Agency in other than an overt capacity,
the Director of Central Intelligence shall coordinate their ac-
tivities with the organized covert activities.
5. The D rectorof Central intelligence shell disseminate
such intelligence informe.tioa to the various Departments and
Agencies which have ' a.n authorized. interest ? therein.
6. All other National 6ecuri_ty Council Intelligence Di-
rectives or implementin supplermrents5 snail be construed to ap-
ply solely to overt intelligence activities .unless. otherv se
specified.
