INSTRUCTIONS ON FILE
1. In a general discussion of the state of the Cuban
crisis, Dr. Scoville commented there is a strong probability
that some sort of investigation and inquiry will be made on
the intelligence coverage and reporting of the missile build-up
in Cuba. A post mortem from the standpoint of how more timely
and precise intelligence could have been achieved, even if
just a matter of a few days or a few weeks, is undoubtedly a
good idea. There is some danger, however, that some buck-
passing might be attempted within the community and also
within the Agency. While it is hoped that this will not
happen, it was requested that OSA carefully review and outline
all factors leading up to the 14 October date taking into
account all requests, COMOR actions, Special Group actions,
weather factors, etc.
2. Dr. Scoville announced that he has been appointed
Chairman for a special White House study group charged with
doing a comparative review of the U. S. and USSR atomic
energy programs. This assignment will take a considerable
amount of time beginning immediately and aiming for a deadline
of 15 December for the report. Heavy stress is being placed
on the security of this group and its work.

4. asked whether the present priority on
early warning ELINT coverage be continued as was initiated
at the beginning of the Cuban crisis. It was agreed that
this coverage should continue until more information is
available on which to base a decision for dropping or modify-
ing the coverage. is to check NSA regarding the
present status of the current ELINT coverage program. 25X1A
5. reported that the project has
acquired some interesting data. OEL would like more precise
data on the missions, times, positions, etc., and
will take this matter up with the JRC. OSA can and will
help in this pursuit.
7. With reference to recent concern on
the security of CORONA as pertains to SACts current activities,
Dr. Scoville asked that he be briefed as soon as possible as
to precisely what he should take up with Charyk. OSA ACTION.
9. reported that Cuban
air defense system is still being run
by the Russians. It was observed that we must anticipate and
be prepared for the fact that someday they are going to shoot.
It was urged that maximum alertness on the part of everyone be
maintained in order to get any possible clue of impending plans
to take action against our aircraft.

10. With reference to the Eastman contract, Dr. Scoville
stressed that he wants to get on with the implementation of
the agreement and be absolutely sure that it is not we who are
dragging our feet. Under the agreement, we are responsible.
11. Dr. Scoville requested a rundown on the status of
aircraft countermeasure modifications. OSA ACTION.
12. reported on the UGF fund drive.
As of 12 November the DD/R has reached a 93% participation
and a 95% accomplishment of its dollar goal. These figures
break down as follows:
Within the total DD/R, 154 people have pledged $1,750 against
a goal of $1,845. As of this date there are still ten pledge
cards to be accounted for from OSA. Mr. Cunningham was urged
to do everything possible to get these missing pledges in and
to try to achieve the goal.
13. Dr. Scoville requested a report on the status of
the NRO security policy paper. ACTION -- JRR.
