On Friday you informed me that had expressed a fear that their participation in the Panel to study photographic resolution might involve them in a restraint-of- trade situation which would bring them under a threat of anti- trust action. I have discussed terms of reference of this Panel with the Deputy Attorney General, and he agrees that as outlined no question of restraint of trade would arise out of the meetings of this group. An important element is to establish the record that the group is organized by CIA and that we are providing the staffing for the meetings, and it is equally important that a detailed record of the meetings be kept by an Agency representa- tive which could be used to demonstrate that the industries' representatives were not meeting on questions involving restraint of trade. 2. This memorandum contains a brief outline of appropriate remarks for the Director's presentation to the members of the Satellite Photography Study Group. The Group will convene at NPIC at 9:00 a. m. on Wednesday, 13 November. The Director's remarks are scheduled for 9:45 a.m. and we believe a fifteen minute period would be appropriate for the purpose. 2. It is suggested that the Director stress the following five points in his address: a. Intelligence plays an ever-increasing role in the formulation of national policy. Its contri- bution today is of the greatest significance to the policy makers of this government. Examples of the significance are seen in the "Cuban Missile" crisis of October 1962, and in the fact that the photographic intelligence capability of the United States forced an abandonment of the Soviet practice of soft missile sites. b. The United States Government has out an 4 increasingly significant weight on the product of photographic intelligence since 1956. This capability today represents a national asset of great magnitude. C. Realizing the tremendous weight given to the product of photographic intelligence, DCI convened the Purcell Panel to study the efficacy of the camera systems being used for photographic intelligence.
