called on 15 July 1965 to point out that he was
charging $3,000.00 against FY-1966 funds and asked for my concurrence.
2 5X1A I pointed out to him that had conducted an extensive review
2 5X1A of all memos made available to finance Contract GB-1965 and Contract
GA-1g 53 both of which were with That review
indicated that sufficient funds had been made available in years prior
2 5X1A to FY-66 to cover all costs incurred against GB.-1965 and GA-1853? I
accordingly advised Othat as far as I was concerned there
were sufficient funds in prior years to cover these two contracts

FY-66 funds it was completely within his purview and would make no
difference to me.
2. I notice that the signed copy of the pre-contract approval
record returned from Head uarters has a note on it indicating the
2 5X1A FY-66 charge was per an ~elecon, 15 July 1965.
