BRIEFING NOTES 18 February 1963
INFLAMMATORY STATEMENTS BROADCAST
TO THE HEMISPHERE BY RADIO HAVANA
I. On 28 Janaury Radio Havana carried a speech by Cuban
Communist leader and Havana University rector Juan
Marinello honoring the birthdate of Cuban independ-
ence hero Jose Marti. Excerpt:
"We must ask the sister nations to increase
their activities... until revolutionary action
forces imperialism to retreat. We are con-
vinced that in the immediate future the heroic,
inexorable, and invincible struggle which the
heroic people of Venezuela are waging today
will break out through the length and breadth
of our America. Cubans expect that on next
Marti Day, 28 January 1964, we will salute a
Latin America in invincible liberating action,
in the unbreakable determination to achieve'
a worthy homeland or die a worthy death....
Whoever rises up today with Cuba rises up
forever."
II. Fidel Castro told delegates at the closing session
of a "Congress of Women of the Americas" on 15
January that only through revolution could they win

for themselves the gains which had been won by Cuban
women. His statement was broadcast to the hemisphere.
Excer .2t:
"The problem for us today is to work and to
fight. Your problem is to fight in order to
work later...what is needed are experts on
changing the situation, experts on leading
peoples in revolutions. That is the art of
the revolutionaries, the art that must be
learned.and developed.
"'How to bring the masses to the struggle?
It is the masses who make history, but for
them to make history, the masses must be
taken to the battle. That is the duty of
the leaders and the revolutionary organizations,
to make the masses march, to haunch the masses
into battle. That is what they did in Algeria
and that is what the patriots' are doing in
South Vietnam....It was the movement of the
masses unleashed in the struggle against tyranny
which culminated in the victory of the (Cuban)
people."
III, On 4 February, the first anniversary of the Castro state-
ment which Cuba calls "the Second Declaration of Havana"
and describes Ras "the Communist Manifesto .of our times.

re-broadcast twice to the hemisphere. Prensa Latina,
the Cuban propaganda agency, prefaced the re-
transmission of the broadcast with the following
remarks : Excerpt)
"Venezuela, Peru, and Colombia today are wit-
nessing the heroism of their sons, of many of
their sons, imbued with the revolutionary
spirit that pervades the Second Havana Declara-
tion.... We are no longer interested in patching
up Latin America; it is necessary to remove
the brutal dress of imperialist exploitation
of our peoples and don the new dress of Latin
American revolution.".
IV. On 23 January Blas Roca, one of the two top Com-
munist party members in Cuba, gave a.particularly
incendiary speech at a Havana meeting commemorating
the fifth anniversary of the Perez Jimenez regime
in Venezuela. Excer t:
"We shall continue to give our support, each
day in greater proportions, to the Venezuelan
people. They will not be alone in their fight....
When the people of Venezuela achieve their full
independence from imperialism; when they become
owners of their fabulous wealth ...when they
are in full command in their country, then all

Latin America will be ablaze, all America
will move forward, all America will free
itself once and for all from Yankee imper-
ialism.... The victory of Venezuela. will
give Cuba a tremendous boost. We will cease
to be the solitary Caribbean island facing
the Yankee imperialists and we will have
a nation in the continent to back us."
