Armistead Seiden, D-Ala. Chairman of a Foreign Affairs Subcommittee on Latin America, said the real threat from Castro Cuba lies in its potential for subversion throughout the Americas. He told the House whether Soviet arms in Cuba are "defensive" "offensive" in the long run may be irrelevant.. "Our continued failure to recognize and cope with the export of Castroism in Latin America is an open invitation to the creation of new Vietnams on our own hemispheric border, 11 he said. Therefore, Selden said his Subcommittee will start hearings of Feb. 18 the nature of the Castro-Communist subversive apparatus in the herrjbphere.
