OFFICE OF LEGISLATIVE COUNSEL
Friday - 8 November 1963
1. (Confidential - GLC) The transcript of the Director's
testimony before the Senate Foreign Relations Committee on the situation
in Viet Nam (reviewed by Mr. Colby and Mr. Houston) was returned to
the Committee.
2. (Unclassified - GLC) Spoke with James W. Knowles', the
Executive Director of the Joint Economic Committee, regarding the
Committee's request for Agency assistance in preparing statistical
data updating previous Committee publications on the Soviet economy.
I advised Mr. Knowles that we would be happy to assist the Committee
on the same basis as in the past,
I indicated I had talked with our people on this and arranged for Mr0
to work directly with Leon Herman of the Library of
Congress in preparing this material. I pointed out that it was quite
possible that this material would not be ready until sometime in December.
Mr. Knowles thanked us for our assistance and indicated that a formal
reply to their letter would not be necessary.
3. (Unclassified - GLC) Talked with Miss Hendrickson, in the
office of Senator Robert C. Byrd, concerning a constituent inquiry on
Walter Scott's "Personality Parade" column concerning CIA payments
to Colonel Le 'Quang Tung. I advised Miss Hendrickson that the Agency
did not comment on press articles speculating on CIA activities. She
said she understood this but asked if we would give her a letter to this
effect. I said we would be happy to do so. .

4. (Unclassified.- GLC) In response to a query made through the
Civil Service Liaison Office, I talked with Miss Goodell, in the office of
Representative Donald Rumsfeld, regarding a newspaper ad for
economists which appeared in an Illinois newspaper. A constituent had
written to the Congressman saying he had applied for a position through
this ad but had heard nothing as to the statui of his application. Miss
Goodell had wondered whether the ad was legitimate. After checking with
Personnel, I advised the ad was legitimate and that the constituent,
application had been considered but that we were
unable to offer him a position. Miss Goodell is handling the correspondence
on the assumption that will not hear anything directly on this.
