MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with the Counsel and Staff Personnel of Senate
Preparedness Investigating Subcommittee, 28 June 1963,
11:00 a.m.
1. In accordance with the Committee request received Thursday,
27 June 1963, the following members of the Senate Subcommittee on
Preparedness Investigation were briefed by Mr. Houston on the
current situation in Cuba:
James T. Kendall, Chief Counsel
Stuart P. French, Professional Staff Member
D. F. McGillicuddy, Professional Staff Member
Also present from the Agency was
2. Mr. Houston reviewed the -Cuba situation in the light of the
previous testimony provided the Committee by the Director. Questions
by the Committee staff followed generally the outline in parts IV and V
of the interim Committee report issued on May 9th.

3. Mr. Kendall thanked Mr. Houston at the outset for responding
to the Chairman's request for briefing of the Committee staff and
pointed out that the Committee would now be undertaking the final report
on Cuba. The briefing, together with questions bythe staff, lasted some
forty-five minutes.
4. With regard to the current strength of Soviet forces in Cuba,
question was raised concerning the 5, 000 men estimate previously
related to the four armored units and request was made for clarification
whether that figure had been revised in current intelligence estimates.

Information was also requested concerning the names and dates of
Russian ships stopping in Cuban ports and our comment on a rumor that
Soviet ships were picking up supplies and material not normally
carried by them, from Mexican ports. Question was also raised
concerning any runway or airport improvement in Cuba. Response on
these items will be,made informally the first of the week.
5. Mr. Kendall indicated that a letter to the Agency from the
Chairman is in preparation requesting the submission of additional
written information on the spread of subversion in Latin America
from Cuba. It was indicated that such information might be provided
as a supplement to the statement by the Director of 25 February or in
whatever format would best suit the Agency. In this updating of
information they would particularly like evidence of definite ties of
Latin America subversion to Cuba as. opposed to activity inspired by the
Soviet Union. It was indicated-that such information could be provided
as well as instances of resistence by old-time Communist leaders to
Castro actions in countries such as Peru and Ecuador.
