Considering the problems, this would be a difficult but by no means impossible schedule. However, Congress may be unwilling to make a full commitment until a more detailed plan and estimate is submitted. In this event, it is suggested that Congress pass the proposed legislation, but limit the initial appropriation to an amount sufficient to enable the Commission to operate for one year, but only to the extent necessary to work out detailed plans and pre- pare the initial studies and surveys needed before the training phase can begin. It is estimated this will require about two million dol- lars. The Commission could then report back to the next ses- sion and ask for a sufficient appropriation to activate the Academy and begin the training and operations phase. The advantage of this minimum approach is that Congress would then have detailed information on which to base a larger appro- priation.
