1. We are currently taking a very thorough look at our entire
organization to determine whether we can cut down on the number of
personnel at the Washington headquarters.
2. We have recently reorganized the management structure
of the Agency in or der to streamline and make more efficient our
organization and we believe that this will promote greater efficiency,
and possibly some economies. The line organization consists , in
addition to myself and General Carter, of an Executive Director,
who is a chief of staff of the Agency, four Deputy Directors, the
General Counsel, Comptroller, Inspector General and Coordinator.
3. It should be understood that our entire research
establishment, which consists of approximately) people, is
exclusively a Washington organization.
4. In addition to the research establishment, the very
nature of our clandestine and covert work abroad requires a
considerable support establishment with especially large numbers
involved in security, logistics and communications work.
5. Our clandestine and covert organization also requires
a Washington overhead to support complex operations abroad requiring
the most minute attention to detail, not only for security reasons, but
also for success. It is not generally realized that it requires about

one half the time of an individual in Washington to support
nd to successfully process his work.
