SUBJECT: Plan for Coordination of Intelligence Research
ENCLOSURES: "A" - Discussion on Number of Basic Committees

1. The following plan is submitted for consideration. The discussion
is limited, since there has been considerable previous oral discussion
and the object now is to find a workable plan without further delay. For
the same reason no effort has been made to draw up a detailed directive
on the exact implementation of the plan, as it was considered best not
to spend more time on details until the broad outlines of a plan are
approved. The reasons for selecting a limited number of basic Central
Committees are set forth in Enclosure "A". A diagram of the plan is
included as Enclosure "B".
2. The "Central Research Coordinating Board" to be set up under the
Director of Central Intelligence and Chief of the Central Planning staff
will have as members:

Chief of the Intelligence Branch (Chairman);
Chief of the O.C.L, of the State Department;
Chief of the Intelligence Group, MIS;
Chief of the Foreign Research Section, ONI;
Chief of the Foreign Intelligence Division, A-2; and
f. By invitation for special projects: Chiefs of Foreign
Research Sections of any other Federal agencies.

3. The Central Research Coordinating Board will be responsible:
a. For the initiation, development, and coordination of the
major problems of Intelligence Research; and
b. For the functioning of the framework of specialized committees
set up below it.
The fact that the members of this board are the heads of the
agency research divisions gives it a direct line of command into all
subcommittees set up, as well as a strong agency interest in each
problem.
). Four basic Central Committees are provided for, to be set up under
the Central Board and to cover the four major divisions of the field of
Foreign Intelligence, i.e., Political, Economics Military, and Scientific,
The members will be the topranking specialists in these fields who come
under the Chiefs of Research of the various agencies; by invitation of
the Central Board comparable specialists from other agencies and organ-
izations may be included. A member of the Intelligence Branch of C.I.G.,
C.P.S., will be assigned Ex Officio to each Central Committee as a
reporting secretary (rapporteur) to the Central Board, and as a repre-
sentative of the Director of Central Intelligence. With the approval of
the Central Board these Committees will:
a.. Establish schedules for regular meetings;
b. Set up such a subcommittee structure as from time to time
may appear appropriate;
co Effect surveys of the research problems of all agencies
and initiate projects within their field; and

d.. Arrange the necessary channels of exchange, priority of
interest, production, etc.
5. The Intelligence Branch of C.I.G., C.P.S., will act as a
Coordinating gaff for the Central Research Coordinating Board and
will have a member on each of the Central Committees. This staff will
maintain close liaison with the Information Branch and through that
Branch with the Central Collection Coordinating Board to insure proper
coordination of all projects and prevent duplication of effort.
6. A Publications Review Committee will be set up responsible
directly to the Central Research Coordinating Board composed of selected
representatives from the agencies and from C.I.G.
7. A Joint Publishing Board will be set up responsible directly to
the Central Research Coordinating Board Composed of selected represent-
atives from the agencies and from C.T.G.
8. In conclusion, it is pointed out that this plan is drawn on the
assumption that separate boards are to be instituted for the coordination
of collection problems and for the coordination of research problems.
The Intelligence Branch members, however, feel that it is neither
necessary nor advisable to carry this separation down below the level of
the Central Committees. The Central Committees should be encouraged in
the interests of conserving manpower to merge the collection and research
activities of their subordinate committees.
