There are indications that impending dissipation of departmental ~resotrces may soon reach the point where the N.I.A. vrill be unable effectively to discharge >1e responsibilities relating to the national security. 2.Q'The Central Planning Staff is charged. with assisting the Director in planning for the coordination of intelligence activities related to the national security, and in preparing recommendations and objectives regarding the establishment of such overall policies/as-will assure the most effective accomplishment of the national intelligence mission. It has begun this task with the personnel available. `It is apparent that the initial overall surveys of the intelligence problem will take many months. Decisions which will result from this survey cannot be implemented for some time after its completion.. .Q Meanwhile, the intelligence facilities in existence when the N.I.A. was formed have been changed and further changes are imminent. Specifically, the intelligence agency of State has undergone a re- organization, whose effect is not yet apparent; both ONI and MID are faced with material cuts of strength which may dangerously weaken their a intelligence facilities. Thus, the concept of"strong central intelli- gence coordinating agenci(h , dependent on four major producing agencies, may be jeopardized before the initial coordination can be effected. It is considered, therefore, that an interim broad survey of the adequacy of existing intelligence facilities of the agencies subject to N.I.A. control should be made immediately with a view to ascertaining interim if any irmmultatm action is required and is feasible.
