1. It is believed that rte tiations conducted by General
Vandenberg with the rmmbers of NNM, subsequent to his ass ng
charge of G on 10 June 1946, have sufficiently modified the
picture portrayed in 010 Directive No. 12 of 7 Jude 1946 to make
it inappropriate to carry the project to its originally planned
conclusion,
2. It is believed, however, that the NIA may not be fully
cognizant of the weakening of the overai intelligence structure
caused by reductions already effected and probably- do not realize
the effect on the intelligence effort of their respective departments
caused by necessary weakening-of the intelligence effort of other
departments.
3. In view of the recent directives from the President, re-
quiring further reduction in expenditures by various governmental
agencies, it is recommended that a summary of the existing situation
be prepared: (1) for distribution to the members of the lAB, and
(2) for personal presentation by the Director at the next meeting of
the NIA,
.. The subject of adequacy of existing intelligence facilities
with State, i ar,, and Navy, falls within the purview of the ICAPS, A
study is being initiated by 1CAPS covering all aspects of the present
foreign intelligence structures of the government,
, It is recorended, therefore, that no further action be
taken on the subject paper, except that proposed in paragraph 3
above, and it be returned to ICAPS for file.
