General Information
The Bureau of Foreign Commerce of the U.S. Department of Commerce is responsible
for the administration of the port Control Act as enacted by Congress. This
act prohibits, with specific exceptions, the export of any commodity from the
United States unless a license authorizing such exportation has been established
or granted by the Department of Commerce.
To facilitate the export of gift parcels, there has been established what is known
as "General License - GIFT." By following the provisions of this general license,
you may send gift parcels to any country except Mainland China and North Korea
without making formal application to the Bureau of Foreign Commerce as is required
for many commercial exports.
General License - GIFT
You may use General License - GIFT 9n1y if you are sending a gift to your family
or friends or to a religious, charitable, or educational institution in any
foreign country except Mainland China and North Korea. The gift parcel must
conform to all of the following provisions s
1. Your parcel may contain only items normally sent as gifts, such as food,
clothing, toilet articles, costume Jewelry, and pen and pencil sets, and
medicinal and pharmaceutical preparations in dosage form. No military
clothing may be included in a gift parcel going to Soviet Bloo.countries
or to the Colonies of Hong Kong and Macao# nor--may gamma-?-globulid_be

2. The combined total domestic retail value of all commodities included in
your gift parcel shall not exceed $50. If your parcel includes any of
the medicinal or pharmaceutical preparations listed below, however, the
total domestic retail value of these medicinal or pharmaceutical
preparations shall not exceed $25.

(a) Any sulfonamide drugs, for example: Sulfanilamide; sulfathiazole and
derivatives; sulfadiazine and derivatives; sulfaguanidine.
(b) Any antibiotics (other than tyrothricin, polymixin, and neomycin), for
example: Penicillin, streptomycin, dihydrostreptcaycin; compounds or
mixtures containing antibiotics or sulfonamides.

3. The commoi.ties in your gift parcel must be for the personal use of the
person to whom you are sending it or of his immediate family, or for use
by an organization. COMMODITIES SENT UNDER "GENERAL LICENSE - GIFT" MUST
BE FREE OF COST TO THE PERSON OR RECIPIENT TO WHOM THEY ARE SENT. THE
PERSON OR ORGANIZATION RECEIVING THE GIFT PARCEL WST NOT RESELL THEM.
4. No more than one gift parcel may be sent to the same recipient by the same
person in any one calendar week,
5. If sent by parcel post, the package must conform to applicable Post Office
regulations as to size, weight, and permissible contents. Gift parcels
sent by other means, such as air cargo or air freight, arenot limited as
to size and weight.
6. The gift parcel must be sent direct to the intended recipient by the person
in the United States who is the donor, or for such person by a commercial or
other gift-forwarding service or organization. Each gift parcel must show
on the outside wrapper the name and address of the donor, regardless of
whether it is mailed by him or by a forwarding service.
7. The address side of the package must be clearly marked "GIFT - Export
License Not Required," and the word "GIFT" must also be shown on any
required customs form or shipper's export declaration.
The above information reflects current export regulations and should be con-
sidered only as a general guide. Since export regulations must keep pace with
national and international developments, the regulations are subject to continual
modification and revision. "The Comprehensive Export Schedule," a loose-leaf
volume published by the Department of Commerce, contains the official current
export regulations. This may be consulted in Department of Commerce Field
Offices.
Rezulations of Foreign Counties
The sending of commodities as gifts is also subject to the regulations of the
receiving country. Complete information on the gift package regulations of
foreign countries is published in separate circulars called "Sending Gift
Packages to (name of country)." These circulars describing the regulations
of foreign countries are available at 10? each from any Field Office of the
Department of Commerce, or from the Sales and Distribution Division, U. S.
Department of Commerce, Washington 25, D. C.
