3. Of course, this raises again the question of how far we really want
to twist the QL'* eglleective tail. I think that a case can be made for doing it

Photographic Equipment Procurement for
approached me the morning of 2 April to investigate
on with regard to procurement of certain photographic exploitation
Eeir rY 1963 budget for procurement of certain new machinery from
Eastman-Kodak. Apparently NPIC. has been the recipient of preliminary
5X1A overtures fro Chief, Procurement Division,
UL, the effect of which is to solicit NPIC to have Procurement Division
contract for this equipment with Eastman.
5X1A Z. raised with me the question of the propriety of having
25X1 undertake it as an USA function invvtew of our extensive and
25X1A compartmented contractual relationship with Eastman on film and camera
procurement. Preliminary discussions betwee
25X1A and with the impression that Contracts Division,
U., could undertake this procurement in stride, and further that Security
was inclined to the view that in any dealings with Ed Green on matters of this
sort, it would be better to work with a single contracting system rather than
otherwise in view of additional people who would need to be cleared to do the
job properly in Contracts Division.

and company on all matters which relate to this Agency. The
money for this equipment is CIA funds, according too and while the DIA
as a partner in NPIC concurs in the procurement of this equipment, they do so
in principle only. Since Ufa is the exploiting agent for the NRP, I believe

Could be given the job as an extension of DD/R's relationship with
It is probably true that in order to deal intelligently with Eastman
on this matter that certain contract negotiators in CAL who are not now members
of the "T, or "TKH" family will have to be made witting of what they were

I can only guess; however, wishes to be legalistic, he can
claim that the delegation of contracting authority extended to relates
only to certain major systems procurement, and that since w s not
spelled out in the course of the debate on that issue as one of the participants
in th I delegation, OL should more properly do the job.
4. 1 have no burning desire to start another cold war with Colo
o on this matter, and you may feel that this is the time
OL "some sort of bone"; however, my own personal view is that for
)f security compartrnentation and expedition we would be better
sod to undertake the subject procurement for NPIC with the understanding
would appreciate your reaction to this prablerx
that they would be responsible for the technical monitoring on the job, I
