prepared be coordinated with DD/P. As
I understand it, DD/P is also preparing

Office, suggest OTR attempt to work out
an arrangement with DD/P whereby one
paper setting forth an agreed position
is forwarded to the DCI with both DD/P
and DDS signing off on it.
