SUBJECT: Recommendations and Suggestions of the DCI

1. "We Mould consider the establishment of a task force of
intelligence office. including militMy:far emergency use in
critical areas."

with CIA personnel, was extensively studied during 1953, 54 and 55. This
proposal was commonly known as the proposal for a cadre. It has never
been acted upon because of the limitations imposed upon the Clandestine
Services by the personnel ceiling and because of a fear that the estab-

lishment of a would result in a decline in morale of the
personnel assigned to it. These considerations would appear to obtain
with respect to the proposal made by the Director.
There has, however, never been any question u bout the desirability
of having available to the A?ency intelligence officers for emergency
use in critical areas. In order to achieve this end it is proposed:
a. that each Deputy Director be requested to establish and
