a. Ankara T. 827, 10 February 1954 reports the American Embassy
has suggested to the Turkish Foreign Office the desirability of
consultation prior to the issuance of a copper export permit to any
Geneva firm mentioned in Baser. D-53 (WAItNEX and ALLTRACO). The
Foreign Office promised to notify the Eti Bank and Ministry of
Economy and Commerce.

However, Q reports the T\irkish"export license has
already been issued on'the basis of a Yugoslav import license
obtained by INTERTADE0 It is not clear whether this is for the
total of 6000 tons or the first shipment of 2p00 tons,
b, In view of this information it is suggested that=
1) Ankara be asked to check on the issuance of export licenses
for shipments of copper to Yugoslavia, irrespective of the
appearance of names of Geneva firms on the license applications
2) Belgrade be asked to check'on the issuance of an import
license to Intertrade for copper,

going information by the addressees of this memorandum,
