With the assistance of Ch/E and Acting Chief, D/I, a limited distribution paper (8-473) was prepared for the DD/I analyzing the implications of certain recent remarks made by Khrushchev concerning the Soviet guided missile program. b. A paper prepared in OSI stating the CIA position on the organization and control of the Soviet guided missile program was substantially revised (S-I74) and forwarded to the DCI jointly by AD/RR and AD/SI for transmittal to the Senate Armed Services Committee in reply to a request from the Committee. 25X1A9a will comprise the I/am -- -- replaced s the ORR representative on the DD/P Guided Missile Task Force. d. (I/GM and 25X1 A8a departed in mid-June for 25X1 A6a respectively, to provide direct support and guidance to the intelligence exploitation programs concerned with 25X1A9a in I/GM prior to their departure. A series of regular weekly meetings was started in June between Chief, GMD/OSI, Chief, I/GM and senior members of both organizations to exchange views and improve coordination on the growing number of major substantive problems affecting the research of both offices. Among the topics discussed at the first two such meetings were means of improving the guided missile collection effort; the broad outlines of the CIA contributions to NIE 11-8-59 and 11-5-59, as well as the relationship between the two estimates; and exploration of a common ORR/OSI approach on implementing the practice of CIA and ATIC analysts exchanging views in accordance with recent CIA-ATIC agreements. g. Members of I/GM met with Major Likens of ACSI and interested OCI observers to review in detail the basis for the I/GM critique of the ACSI paper on Soviet missile deployment in East Germany published by the Special USIB Committee on the Berlin Situation. Although Major Likens was not prepared to alter his interpreta- tions of the evidence considered by ACSI in preparing the original paper, it was demonstrated to him that additional evidence was available which cast doubt on some of these interpretations. h. Chief, I/GM participated in a meeting chaired by the DD/I to discuss coordination of the intelligence community's requirements for the Vice President's forth- coming visit to the USSR. 25X1X7 i. Chief, I /GM represented ORR at a meeting between and representatives of the Board of National Estimates and OSI, at which 25X1 Aga outlined his current views on the Soviet ICBM ;/ program. These views will be circulated for further comment in written form in the near future, and will be available to the office for detailed examination. 2. Status of Projects: a. Preparation of the final draft of the contribution is currently underway. Coordination with J-2 Intelli- gence Directorate/JCS was successfully concluded with the receipt by I/GM of JCS targeting data requested through AD/NE. Informal coordination meetings were also held with ONI and ACSI/Army, and the basic methodology for the estimate was discussed with personnel of the 25X1 Asa 1 A representative or Has also been a regular visitor during most of the basic research and compilation of material for the project. b. Final revisions are now being made in Project No. 37.3, "Collection of Planning Data on Soviet Guided Missile Program".. and Project No. 30.2 457, ff-A Target Study of the Istra Surface-to-Air Guided Missile Su ort Facility", following review by Acting Chief, D/ I. c. Recommendations with respect to a number of other pending I/GM projects have been made in the past two days in discussions with SA, D/I. 25X1A5a1 a. Chief, I/GM, will participate in a meeting on 9 July between the DD/I and General Samford, Director, NSA at which it is hoped that the latter will outline the measures to be taken by NSA to improve substan- tially its capability to provide data of key importance to the I/GM research effort. b.
