suBJECT: Teoporary Obligation Authority for Fiscal Year 1959
T. The request for a :vai+rer for your special project activity of
the provision of Notice 35-310-6 which provides a limitation on the rate
of obligations until such time as allotments have been made has been
reviewed, together with the budget estimates included in the Operating
=uud.get for the current fiscal year.
2. The purpose of a limitation included in the above Notice is to
1.im.it the total Agency operations to within the eiiount authorized by the
=continuing resolution, which the Congress has passed. In view of the
general pattern of obligations which we norn.ally experience and the
estimated rate of otligations which it is anticipated will be entered
into by your office, your request for an exemption from this Notice is
approved.
It should be noted, however that the total amount budgeted and
authorized for Project AQUATONE i This is the maximuir which
can be utilized without additional DCI approval. In addition, it is
understood that you contemplate entering into obligations for the contin-
uation of Project CORONA. Since we do not have a DCI approval on this
Project nor was it included in the Congressional Budget for Fiscal
Year 1959, this waiver does not imply concurrence for the use of funds
for any other purpose other than Project AQUATONE. If funds are used
for these other projects, it is assumed that you will have special
authority from the DCI for this purpose. It is requested that, as soon
as practical, such authority be documented and the Director's approval
of the operations be submitted to this Office to support the use of funds
for these activities.
