MEMORANDUM FOR: Project Director
SUBJECT : Project Aircraft Assignment
1. This memorandum outlines the overall Project aircraft situation
and contains Operations recommendations for their assignment and utiliza-
tion. The following figures are based on the assumption that all ten
Project retained U-2 aircraft will be equipped with slipper tanks instal-
led either at Edwards AFB or at the detachment. (This subject will be
discussed in a later memorandum). It is further assumed that RAINBOW
will be installed on a minimum of six of the retained U-21s.

If it is determined that the slipper tank installation can only be per-
formed at Edwards AFB I would expect that sometime during the winter months
that U-2 Nos. 342, 358 (Det. C) and 353, 341. (Det. B) will be returned to
Edwards AFB to be either RAINBOWED, fitted with slipper tanks or both. These
aircraft would be exchanged with those at Edwards AFB that have completed
retrofit.

2. During the winter retrofit program I would expect that it is entirely
possible that the actual assignment by number, of U-2 aircraft to a, specific
detachment may not be rigidly adhered to, however, the principal of three
RAINBOW and slipper tank U-2's and one slipper tank U-2 to each detachment
is desirable. This combination lends a great amount of flexibility to the
operational capability of the unit and will fulfil all operational require-
ments in the foreseeable future.
