DEPUTY DIRECTOR (INTELLIGENCE) The Deputy Director (Intelligence) will assist the' Director of Central Intelligence in the coordination of the intelligence activities of the Government, as prescribed by statute and by National Security Council directives, related to' the overt collec- tion of information' and the production of substantive.Ant.elligence. He will also be responsible for directing and coordinating the activities. of the Offices of Collec- tion and Dissemination, Research and Reports, National Estimates, Current Intelligence, Scientific Intelligence, and Operations, and for the fulfillment of such additional functions as may be specified by the Director. MISSION The Assistant Director for Collection and Dissemination is charged with providing central reference facilities for all components of the Agency, and with providing a central service for the coordination of intelligence requirements, the servicing of collection requests, and the dissemination of intelligence materials. 3. FUNCTIONS The Assistant Director for Collection and Dissemination shall: a. Design, develop, and operate such central reference facilities as will ensure that the content of all available intelligence materials is immediately accessi- ble to all offices of the Agency In support of intelligence production. b. In collaboration with the Management Staff, conduct research into, and advise Agency components upon, the application of machine techniques and special devices to problems of ? information control and bibliographic research. c. Operate the CIA Library, which will serve all offices of the Agency in accord- ance with their needs and other agencies of the intelligence community to the extent possible. d. Provide books, periodicals, documents, and other publications required for use by all components of the Agency. e. Develop and operate such specialized registers of biographic,' Industrial, and graphic intelligence data as may be required in support of intelligence pro- duction. f. Maintain biographic data on foreign scientists and technicians as a service of common concern as required by NSCID #li. g. Receive and disseminate, in accordance with current requirements, all incom- Ing positive foreign intelligence information and' intelligence. h. Develop and implement dissemination policies and procedures In coordination with other offices of CIA and of the intelligence community. 1. Provide a central service for the coordination of specific foreign intelligence requirements. j. Determine, in collaboration with the agencies concerned, which collection facilities are best able to satisfy specific requirements and, based on this determination, assign collection missions. k. Conduct operational liaison with all components of the Agency and with other Government agencies and departments in the execution of the above mission and functions. 4. The term Soviet Bloc as used in this Regulation covers the USSR, the Eastern European Satellites, Communist China, and any other areas under Soviet domination. . of the Federal departments and agencies g. FUNCTIONS The Assistant Director for Research and Reports shall: a. Formulate and implement the Agency intelligence research program relating to economic capabilities, vulnerabilities, and intentions of the Soviet Bloc. b. Provide the economic contributions to national estimates on the Soviet Bloc. c. Support the Office of. Current Intelligence by providing all-source current economic intelligence. d. Prepare the necessary collection and collation requirements for his Office and provide appropriate- assistance, assessment, evaluation, and guidance in sup- port of collection and collation activities. e. Study and develop techniques and methods relating to the economic intelli- gence process and recommend employment where appropriate. f. Provide the chairman and secretariat for the Economic Intelligence Com- mittee and in accordance with the IAC approved terms of reference, for this Committee IIAC-D-22/1 Rev), coordinate the economic intelligence activities , g CIA operations an maps for CIA and other IAC agencies, for graphics support of CIA activities as required, and for maintaining specialized map-reference service and inter- agency coordination of collection requirements for maps on foreign areas. j. MISSION The Assistant Director for National Estimates is charged with the production of national intelligence estimates. 9. FUNCTIONS The Assistant Director for National Estimates shall: a. Direct the production of national intelligence estimates. This includes the setting of priorities and the assignment of production responsibilities among the components of the Central Intelligence Agency, and among the intelli- gence agencies of the Federal Government. b. Prepare national intelligence estimates for issuance by the Director of Cen- tral Intelligence. c. Sit as Chairman of the Board of National Estimates. d. Provide the Executive Secretariat of the Intelligence Advisory Committee. d. Provide CIA representation and intelligence support at the Staff Assistants 25X1X7 g. MISSION' The Assistant Director for Current Intelligence is charged with producing all- source current intelligence and with providing special intelligence services. 12. FUNCTIONS The Assistant Director for Current Intelligence shall: a. Produce all-source current intelligence, consulting as appropriate with other offices and agencies. b. Provide an all-source situation room for the Director of Central Intelligence and other authorized officials. c. Maintain the Agency Duty Officer Watch and alert United States officials con- cerned in the event of receipt of critical information. d. Perform special functions as, specified by the Director of Central Intelligence. 13. The responsibility of the Assistant Director for Scientific Intelligence extends to intelligence on the development, characteristics, and performance capabilities of foreign devices, products, equipments, and systems, but not to intelligence on volumes, economic capabilities and technological methods of production except that, the Assistant Director for Scientific Intelligence is responsible for all aspects of atomic energy intelligence. The Assistant Director for Scientific Intelligence shall: a. Establish and maintain, on the basis of the national intelligence objectives and other national security requirements, the Agency intelligence research and production program in the field of scientific and technical intelligence. b. Conduct research and produce intelligence on fundamental research in the basic sciences, on basic scientific resources, on medicine (excluding military medicine), on atomic energy, and on. pertinent applied research and develop- ment for purposes of national intelligence, for Chapter VII of the NIS, and to meet the needs in these fields of other intelligence organizations and Government agencies. c. Correlate and evaluate all-source scientific and technical intelligence pro- duced by other intelligence agencies, to meet the needs of the Director and other officers and Offices of the Agency in fulfillment of their assigned respon- sibilities, and, where necessary, conduct research and produce scientific and technical, intelligence to supplement that produced by other agencies. d. Provide advice and make recommendations to the Director and other officers and Offices of the Agency on methods for improving the coordination and other activities of the scientific and technical intelligence effort of the Fed- eral departments and agencies related to the national security. e. Provide advice and assistance to the. Assistant Director for National Estimates including scientific and technical intelligence contributions to national estimates. f. Provide all-source current scientific and technical intelligence as needed by the Assistant Director for Current Intelligence and other officers and Offices of CIA. g. Establish and maintain necessary collection requirements in the scientific and technical intelligence field for the collecting components of CIA as well as other agencies, and provide appropriate assistance, assessment, evaluation, and guidance in support of the collection activities of such components. h. Provide appropriate advice to other offices of the Agency, as requested, on requirements served on CIA for scientific and technical intelligence and in- telligence information. I. Conduct liaison with appropriate Government departments and agencies on matters pertaining to scientific and technical intelligence. k. Provide the chairman and secretariat for the Joint Atomic Energy Intelli- gence Committee which coordinates atomic energy intelligence activities of the Federal departments and agencies. 1. Provide membership and support to the Scientific Estimates Committee in accordance with Director of Central Intelligence Directive 3/4 including an executive secretary and secretariat as required. m. Perform such other functions as may be directed. 16.
