SUBJECT : :Inspector General's Questions Concerning Propaganda
Analysis and OCI's Memo, "Propaganda Highlights".
1. The IG's question concerning responsibility for propaganda
analysis is not. addressed to OCI but it may be of interest to you F OIAb3 bl
to know how we look at the matter, - is responsible for
FO IAb3 b1 making props anda information available to the intelligence community.

F OIAb3 bl however do not go beyond the realm of propaganda itself. To OCI,
iiiiwis a source of one kind of information to be combined with
other kinds of information to produce current intelligence. In the
production of current intelligence one must judge the meaning of
propaganda in terms of government intentions and actions. A case in
F OIAb3 bl point would be Chinese Communist propaganda concerning the liberation
of Formosa. informs OC12 for example, that the propaganda
has never been greater in quantity or more belligerent in tone. OCI
must judge on the basis of all other available information whether
this information about propaganda behavior and patterns actually means
that an attack is imminent. In so judging, OCI performs a kind of
"pro a anda analysis" but it is quite different from that performed
by" FOIAb3bl
F OIAb3 bl 2. In response to the second question ("How does OCI fit in
with ,W) the answer, as we see it, should be clear from the above.

3. With respect to the weekly OCI memo to the DD/I entitled
"Soviet Communist Propaganda Highlights", the IG asks, "Doesn't this
F b1 constitute reiteration or duplication?" In reply, information from
is, of course, used in the memo, but on a selective basis and
frequently expanded to develop context in terms of the current
situation. The memo is a routine method of putting relevant propa-
ganda themes into current intelligence focus. We find it useful in-
ternally as a briefing aid and reminder. It is not a publication.

1. With respect to the form of "Propaganda Highlights" as a
weekly memo to the DD/I, it is not unusual for 0CI to prepare weekly
memoranda for the DD/I on special problems. The memo in question was
originally done as a weekly working paper, but in an effort to
regularize the form of miscellaneous intelligence papers going to the
DD/I, some on request and some self-initiated, the DD/I memo form was
adopted for all such papers, as conforming to organizational standards.
From the attached distribution list it will be seen that the only
copies which go outside the Agency are those which go to Colonel
Goodpaster (White House), Ni'. Dillon Anderson (NSC), Mr. Craig (00B),
and the NIC. It is standard OCI practice to give this kind of limited
external distribution to selected memoranda for the DD/I. In the case
of this particular memo, Colonel Goodpaster informed Ni'. Sheldon that
the President found it useful and specifically requested that it be
sent to Denver for the President's briefing during his absence from
Washington.
