1. Flexible T/0
Chief, St/A, joined the meeting to explain the Flexible T/0, and
25X1A9a the Planning Paper which is to be reviewed on a yearly basis beginning
in May 1959. also discussed the Competitive Evaluation
Panel and the Career Service Staffing Presentation. He indicated he
would be willing to attend a meeting in each of the Divisions to explain
the above to Branch Chiefs as soon as the first Planning Paper is
finalized (probably within the next 2 or 3 weeks).

2. Numbering of ORR Projects
Chief/G reported that the DDlI has approved a change in the ORR
report numbering system to accord with the new Agency Publications
Board policy. A calendar numbering system will replace the cumulative
system which has been used to date; reports within each series will show
the report series, the year, and the number. (e.g., GR 59-1).
3. NIE 11-6-59, SOVIET SCIENCE AND TECHNOLOGY
Chief/G reported that an NIE is to be produced on "Soviet Science and
Technology", and that he had given the initial draft received from ONE to 25X1A9a
has been directed to work with (and,
if indicated by the scope of the project, in putting together
a contribution to this NIE. 25X1A9a
4. Invitation to Soviet Geologists
Acting Chief, D/GL, reported that plans have been developed for
Frank Whitmore, USGS, to invite certain Soviet geologists to the AASP
meetings this spring. A problem exists with regard to money for the
entertainment of the visitors while they are here. Chief/G asked that
submit a plan of the activities to him, and give an indication
of how much money might be involved. If we may be able to fund25X1 Al a

5. Comments in Monthly Reports
a. Author Recognition on ORR Reports
It was suggested in one of the Monthly Reports that for reasons
of consistency and fairness GRA should re-examine its policy on the
naming of authors of ORR reports. This was brought up in view of
the fact that ERA has begun naming authors on certain of its reports.
Chief/G stated that this practice on the part of ERA was experimental,
and suggested that we wait until the experimental period was over
before changing our own position in this matter. indi-
cated that he would check with the AD and ERA people on the results25X1A9a
of the experiment.
b. Mapping Requirements
A complaint was voiced in one of the Branch Reports in regard to
Mapping Requirements issued by D/GL. This was discussed, and Chief/G
indicated such problems should be handled on a "case-by-case" basis
as they occur; D/GG should make it known to D/GL when they consider

this problem and report back to him within a week.
6. OCI Briefing
SA to Chief/G announced that a briefing will be presented at 2:00 on
Friday, 16 Janua in the OCI Briefing Room, subject: Results of the Geneva
Conference". indicated interest in attending and will be

7. Recruitment Requests
SA to Chief/G passed out standing Recruitment Requests in effect for
certain divisional positions, and asked that they be brought up to date

8. Budget Briefing Paper., nnual Revision
SA to Chief/G indicated he would check with the Divisions within
the next week on contributions to the 1958 Revision of the Budget Briefing
Paper.
9. War Planning Conference
SA to Chief/G announced that a War Planning Conference was scheduled
for 14- January and that he would notify the divisions as to what new tasks
might be programmed by it.
