Notes on the proposed ELINT Course:

These talks are preliminary; I have been trying to
clarify objectives and to find out precisely what type of
student will enter the course. One interesting problem
has already arisen: Since ELINT is merely one form of
S&T collection, the student in the proposed course will
be ignorant of the opportunities for ELINT collection unless
he has had the S&T course and knows something about what he
is supposed to collect.
A clearance for special intelligence will be necessary
before I can get vex far with the literature or the equip-
ment of FLINT. tells me that since I am renewing
an old clearance, the renewal should come through by 2 June,
1959.
