January 19, 1954, at 10 a.m.

Negotiations with a view to arranging for the automatic dissemin-
ation to oukg of unevaluated information reports released to the Bureau
of Foreign Gommeree, or to Foreign Assets' Control have been underway
for some time but are not yet satisfactorily completed.

It was decided that the term "cape" -should be confined to reasonably
complete and well documented accounts of suspect EastAllest trade trans-
actions,. These accounts will be the subject of the regular CIA summaries
on the. Statue. of diversion cases. All significant transactions, however,
even though very- incomplete and poola7 documented, will be included in
workingAista of cases for use at Diversion Control meetings,

promptly brought up to dajle (for use ths forthcoming COMM meetings)
