1. The pattern of investigation proposed in your memo of 12 January
is not likely to provide the information necessary to assess the effective-
ness of existing provisions for the development and coordination of infor-
mation requirements and collection tasks. in implementation of DCID 4/5?
2. The fundamental question is: Has the US Intelligence Communitye?"
developed the most effective requirements and collection programs p
The answer to this question, I believe, can be produced only by a staff or
task force whose job would be to conduct an intensive examination into the
problem. Here are some of the questions I think ought to be answered:
a. To what extent has coordination been achievamong
producers in developing information requirements implementing
DCID 4/5, particularly in those areas of intelligence which cut
across agency lines?
b. To what extent have PNIO's been translated into usable
guidance to collectors?
c. To what extent have conflicts arisen, with respect to
overlap in, and assignment of priorities to, requirements which
require further interpretation of views?(both from the
producers and the collectors' point
d. To what extent are information requirements prepared by
producers related to the PNIO's, in terms of substance and priority?
e. To what extent have collectors used PNIO's as a guide in
the planning and development of collection programs?
