Hyland, subject "Annex to the Report of DCI Ad Hoc Panel on Status of the Soviet ICBM Program" (TCS 5742-59) 1. Recently there has been a meeting of the so-called Hyland Panel, officialy known as the Ad Hoc Panel on Status of the Soviet ICBM Program. This is a senior technical group of men from outside the Government that meets from time to time to advise the Guided Missile Intelligence Community and the United States Intelligence Board. On 26 August the Panel, at the conclusion of its three-day deliberationsImet with the USIB and presented its conclusions. These were given in a report which was so written as not to require TALENT classification and in the attached document which is a TALENT Annex to the report. 2. I am passing this to you so that appropriate use may be made of it both in the selection of CHALICE targets by the ARC and in CHALICE operational planning. Since the report was made available to all members of USIB, I assume that ARC members have or can obtain access to the attachment thereof through their own offices. It may be that Mr. Reber should ascertain from the Secretary of USIB whether any formal action was ever taken on the recommendations. Even in the absence of such action the views of this important group should, in my opinion, receive considerable weight in the Community. 3. As to the substance of the recommendations, the first (para- graph 4.a, of the attachment) will merely add fuel to a fire that has been burning brightly for four years.
