WAR PLANS SUMMARY OF DD/I OFFICES
ONE:
ONE's plan:
Calls for less broad country estimates and an increase in
special and crash estimates on narrower areas;
Suggests possible publication of a periodic global review with short
term projections and support of post-hostilities planning;
Envisions increased military contributions to estimates and, therefore,
an assignment of military representatives from service agencies to ONE
with no increase in the Board;
Pictures the national estimates mechanism as being hampered by
communications problems;
Poses the problem of accomplishing national estimates production
by liaison or briefer estimates transmittable over wire communications;
Mentions the possibility of establishing cadres on D-day at the
relocation eight based on the assumption of eventual Washington attack.
OSI's plan:
Emphasizes scientific intelligence production on war-making
potential and greater emphasis onthe application of science to war making;
Would increase coordination inter-agency-wise by OSI;
Calls for determination of theater commander's decision with

Personnel-wise, anticipates going from one to three shifts and

Assumes at least one year global war and that DCID 15/1 and
IAC-D-21/1 will still be in effect;
Would give cartographic support to the President's Situation Room;
Space-wise world double up ORR personnel and begin two shifts.
(In the long run they would try to work back to present space allocations);
In training, calls for trial evacuations and training analysts in
photo interpretation and special materials along with other reservists;
Calls for coordination of ORR war plans with the IAC/EIC area,
OCR gave its divisions three assumptions on which to plan: a) use
of present quarters with 30% staff increase, b) evacuation of present
quarters with limited files and equipment and most of present staff,
c) relocation with heavy loss of personnel and dependence on Vital Records.

records to support military field interrogation centers and U. S,
citizens engaged in technical development work;

Biographics continued:
Expects to rely on military intelligence to a larger degree
as normal overt sources are reduced;
And would reduce biographic coverage on xan-enemy areas.
Graphics: needs to obtain more film and photos through ONI
and Air Force liaison and through domestic field offices;
Requests more film and equipment in the relocation center in
order to function effectively there;
Requires no additional space.!
Industfial: anticipates additional requirements from wartime
established agencies and US/Allied organizations;
Needs to obtain the return of overseas Government files for
exploitation purposes;
States they will need more files and equipment than are at present
at the relocation center.
Expects communications problem to increase;
Requires examination of the effect of an increase in military
machine and library functions from the point of view of possible
decrease in need for CIA services;
Expects present space will be adequate by going on extra shifts.
Liaison: will establish full-time branch liaison offices in the IAC
agencies and the new agencies;

for the intelligence community to improve Washington coordination
of requirements on the field;
Expect,to increase liaison with foreign governments.
Library: will increase bibliographies and research aids and
reconstitute coverage of extra library facilities in CIA, other
Government agencies and private institutions;
Expectbto lose publications procurement from overseas and to
increase contact with the military for such collection;
Machine: plans an increase in equipment to meet more requests
more speedily.
Special: expects to receive more material and will need more
people and machines to speed its work.

Although with some variance between divisions, OIR plans con-
siderable use of OTR courses and on-the-job training of reserves.
00 expects to continue its present mission and has its headquarters
relocation set. It indicates need of guidance on whether or not it should
plan for possible attack on both overseas and headquarters installations.
In the absence of guidance it has assumed the answer is yes.

Have discussed this question with the military and assume
logistic support will be provided for the teams by the military.
Plans that the field installations will not be taken over by theater
commanders;
Will centrally control the field installations from Washington;
Will continue to use military communications channels and assume
leased facilities will remain available;
Expects logistic support overseas from the military;
Plans that the theater commanders' need will STATSPEC
coincide with Washington's need;
Plans to continue operations in neutral countries;
Expects the military situation will preclude establishing re-
location sites near the field units;

OBI states the NIS program will provide basic intelligence information
(which they state was needed and missipl through most of World War II)
plus use of NIS backstopping files;

special basic intelligence materials;
Expects to support post-hostility occupations and to up-date NIS
by World War III changes;
Expects private printing a?angements will be necessary to supplement
Government printing of NIS.
