1. Ray Adcock, in delivering the attached paper to me,
unable for DOD security reasons to give me further amplifica: of
the general explanation why the CHALICE clearances indi "'d in the
attached are required. Both he and I suspect that you d have infor-
mation bearing upon other DOD programs vaguely rered to.
2. I do not have enough information to give you an explicit
recommendation on the attached request except to suggest that you
may wish to call General Willems directly to get further explanation.
