POSITION JUSTIFICATION
Special Intelligence Officer, Incumbent serves as office focal point
Collection Staff/Si for all CEMENT activities. As such he
initiates and/or monitors all relation-
ships between 06I and NSA. Because he
has not been cleared for TALENT it has
been necessary to keep him outside
several problems which he normally
would have handled: OSI-NSA relations
relative to System III tape processing;
special arrangements for processing

in order to plan AQUATONE coverage
and their relationships to AQUATONE.
Most of the OCI and NO& people with
25X1A9a whom normallZ deals are TALENT
cleared, thus placing at a
disadvantage in his discussions. It
is believed that OSI-NSA relations can
be served better by having incumbent
TALENT cleared.
