MEMORANDUM FOR: Chairman, Ad Hoc Requirements Committee
SUBJECT Usefulness to OCI of URPIC Reports on
1overage of Indonesia.
1. The evaluation of the benefits of URPIC coverage
of Indonesia indicated below is not the result of an ex-
haustive analysis but is presented for its possible value
to you.
2. URPIC reporting on Indonesia has already provided
useful "indications" type intelligence to OCI. Information
on the concentration of shipping in the harbor of Djarkata
proved valuable in evaluating reports of Republic of Indo-
nesia plans to invade the West Coast of Central Sumatra.
lourthermore, URPIC coverage of airfields in Western Java
provided successive strength counts of B-25 aircraft in-
dicative of the concentration and redeployment of strike
aircraft prior to and after a "maintenance" checkout.
'iesides providing unique information on aircraft
and shipping concentrations in the Java-Sumatra area, URPIC
reports provided a check against other sources of informa-
tion.
4. It is anticipated that continued URPIC coverage
would be similarly useful in guaging the timing and strength
of major movements by the military forces of the Indo-
nesian central government to other combat areas.
6. Naturally, repetition of coverage has and will con-
tribute to improved intelligence evaluations as the basis
of comparison increases.
