(References 19 August 1957, attached as Tab BO) It is noted that UKRAINA accessible readily from Base C. Whereas ideally the greatest benefit would derive from the coverage of all fifteen airfields simultaneously, simultaneous coverage of the first three targets and as far down the list as possible will result in a real increment to our ability to make a BISON,* BEAR count. 3. A return to KZYL ORDA to achieve objectives incompleted for reason of camera malfunction or cloud cover is recommended if feasible, but we do not consider such coverage to rank in importance with pioneer coverage indicated in paragraphs 1 and 2 above, am ago 4. Coverage of China is recommended if operationally feasible but ranks lower than all the foregoing. (It is noted that UKRAINA is a high priority target in connection with the bomber problem and would likely have to be covered from Base C.) 5.
