I. PURPOSE: To define responsibilities for overseas handling, processing and reporting on photographic results of Far East AQUATONE operations and to establish policies and procedures pertaining thereto. II. DEFINITIONS: A. DETACHMENT C: The AQUATONE Operational or Project Unit stationed at Atsugi Naval Air Station, Japan. B. DETACHMENT COMMANDER: The individual designated by AQUATONE Project Headquarters as the Commander of an AQUATONE field unit or detachment. C. URPIC-2: kar East Photo Interpretation Center established by Headquarters FEAF at Yakota Air Base, Japan, which processes and exploits Far East Area AQUATONE products for preliminary photographic interpretation to insure expeditious reporting to Washington and to meet needs in the theater. Participa- tion in the center is open to representatives of CIA, Army and Navy. D. URPIC-2 COMMANDER: An Air Force officer designated by FEAF to command the center at Yakota Air Base, Japan. DEPUTY COMMANDER, URPIC-2: A CIA representative designated to serve as Deputy to the Commander, URPIC-2 for technical and substantive intelligence matters only. F. It is understood that the term FEAF as used herein will be replaced by the title AFPAC after implementation of the Far East Command Plan. For the purposes of this paper, the terms FEAF and AFPAC are considered synonymouis. RESPONSIBILITIES: A. DETACHMENT COMMAND4E: The prompt handling and shipment of all exposed film, for immediate procedsing and photo inter- pretation at URPIC-2, will be the responsibility of the Detachment Commander. The Detachment Commander will, based on instructions from Headquarters AQUATONE, pass the exposed film to CIVIC-2 or ship directly to Headquarters AQUATONE. Upon release of the film at the earliest time pOSSible from the URPIC Center, the Detachment Commander will return the original negatives to Headquarters AQUATONE (for HTA) in accordance with instructions from Headquarters AQUATONE. B. URPIC-2 will be responsible for: 1. Processing of film and titling of all reproductions retained in the theater. Titling will be done in accordance with instructions. 2. This does not preclude sending the report simultaneously to Headquarters USAF, if so desired by USAF. 3. Preparation of duplicate positives, prints and reports required to meet needs in the theater. 4. Preparation of prints as necessary for the IPIR and the maintenance of such selected print file as required. 5. Prompt return of the original negative to the 'Detachment Commander upon completion of the foregoing. 6. The preparation of special reports requested from Washington by participating agencies directly to their respective senior-representatives asrequested by Theater Commanders provided that the foregoing (paragraphs 2, 3, 4, and 5 above)-Tesponsibilities are not impaired. C. The TALENT emitrol Officer, Headquarters FEAF, is responsible for ettablishing the necessary control of the products pro- duced from the original negatives by URPIC-2 in accordance with the TALENT Control Manual. This will include proper titling, as agreed between the ZI and the URPIC Center. IV. REPORTS: A. Forman The IPIR will be prepared in accordance with the following: Part 1. (Report identifier "ODE", followed by sortie number and, sortie date. Sortie number serves as report number.) HAWS! (List of major areas covered by report.) Part 3. (List of objectives covered with a brief statement of significant information.) Part 4. (State camera position, quality of coverage, and exposure for each objective.) B. CLASSIFICATION: 1. IPIR's and related reports prepared in the field on missions which penetrate Soviet Bloc areas (USSR, Communist China) will be identified as Ode Reports. 2. All AWATONE products and materials and all reports prepared therefrom will be classified "TOP SECRET CHESS" and will be retained within the TALENT Control System. These reports may be disseminated by the TALENT Control Officer, Headquarters FEAF within TALENT channels to authorized recipients within the theater to meet requirements in the theater. V. PERSONNEL: A. GENERAL: The Army, Navy and CIA are invited to participate in the URPIC Center by placing personnel on duty with the center. B. SUPPORT: 1. CIA will initially provide two Photo Interpreters. 2. Army will provide personnel in accordance with specific arrangements between AFFE and FEAF. TCS-1310-57 5 3. Navy will provide personnel in accordance with specific arrangements between CINCPACFLT/COMNAVFE and FEAT. 4. FEAF will provide personnel support for URPIC-2 taking intO account personnel contributions as outlined above. A minimum at manning must be maintained to assure capability at all times. VI. COMMUNICATIONS: A. Messages initiated at the Washington level which might affect the operational policy or administrative procedures of the URPIC center will be coordinated with all agencies concerned; prior to dispatch and will be prefaced With the following phrasez "COORDINATED URPIC INSTRUCTIONS MESSAGE." SuOh messages may be transmitted to URPIC-2 over either CIA or USAF channels. B. The above requirement does nOt preclude any participating agency from conducting unilateral liaison with its representa- tives as necessary so long as such liaison does not constitute a change in the administration of the URPIC Center. VII. SECURITY: Those who are participating-in AQUATONE operations must have an AQUATONE clearance. Those Who use the product of AQUATONE must receive a TALENT clearance. The difference in the nature and quality of these clearances is not one of difference in standards, since they apply substantially the sane standards, but a difference in certification. This is accomplished by submission of the names of those to be assigned through AFOIN, G-2 or ONI, as applicable, to the Headquarters AQUATONE . Notification of AQUATONE certification will be made to those requesting as well as to the Detachment Commander in question, who is responsible for indoctrination.
