The difference in the nature and quality of these clearances is not one of difference in standards, since they apply substantially the same standards, but a dif- ference in certification. Accordingly, those already cleared for TALENT prior to entering AQUATONE operational bases must be certified as AQUATONE cleared. This will be accomplished by submission of names of those to be assigned to IPCs through the Headquarters' parent agency and to the Headquarters AQUATONE.
