Proposal for Handling the TALENT/CFJ4LiCE
Security
. It is proposed that:
Data hitherto considered operational, namely, altitude.
track from point of entry, time, and range (as roughly deducible
from track). as well as data concerning photographic and elec-
tronic collection systems essential to analyeis, be considered
as adequately protected by the existing TALENT Security Control
System on a MUST KNOW basis.
b. Other information such as the identification of the vehicle
in connection with the CHALICE program and the TALENT system,
the vehicle characteristics, equipment inventory data, equipment
manufacturers, bases, cover names of bases prernission planning
information, cover explanation. etc. require CHALICE certification.
c. The need for information in paragraph b above by R&D
or operational personnel in the military services be met by direct
quest of the relevant CHALICE Control Officer to the Security

Officer DPS/DCI. Those involved in intelligence who require
CHALICE clearance as in paragraph b above (principally Ad Hoc
Requirements Committee members except in the case of AFCIN
and their advisers, an estimated total of thirty to thirty-five)
would be certified by the Security Officer DPS/DCI upon recom-
mendation of the TALENT Control Officer. In the case of the
Mr Force, all requests for CHALICE certification including
AFCIN will go through Colonel Geary to the Security Officer
DPS/DCI.
2. The foregoing proposal is based upon the recognition that
certain postoperations3 information is essential to the exploitation of
material collected by CHALICE, that the security standards and MUST
KNOW requirement of the TALENT system are in keeping with the
sensitivity of the information and are adequately reliable as security
measures, and that highly sensitive preoperational data or Project
considerations are essentially elements not required for exploitation
and, therefore, not to be made available to officials certified only for
TALENT.
