The matters discussed in ths roferonced metro bear en throe questions which hays boon brought to ny attention. Comments and con- clusions en these questions are sot forth immedistoly beneath each. 25X1A6a 2. a. QUESTION 1. In viow of the authority granted to the Project Director to use spocial communications priviisg.s for AQUATONE operations, is it proper to include TALENT communications? b. QUESTION 2, Will TALENT continuo to sedst as a system ether AQU.OLTONE, perhaps serving other sensitive projects, and, therefor*, will it not require a separate communications system? If oventually, why not now? Approved For Ie.leae $)120/0 Per1S00750A9049 1 4 Approved For Release 2000/08/26 : CIA-RDP61S00750A000200080019-0 Z - SC-04946/57 25X1A2g 3, 1). Comment Ae you know, agreements have already bsen reached with regard to the incorporation of redacts 25X1A2g Into the TALENT a stem and also those of 25X1A2g if and when it is established. Though this is the only case to date of the inclusion of non-AQUATONE material in the TALENT system, you will recall that it has long been your belief that the TALENT system would be most effective as a security system if it included materials from *number of sensitive projects so that the users a the prodUcts would not be able to tell precisely from which project or source they emaaate. Apart from the fact that the TALENT system will be required to protect the product of the AQUATONE Project after it is discon- tinued, it would seem that we ought to anticipate the continuance of the TALENT system after the end of AQUATONE to control other sensitive products. If this judgment were accepted, then 25X1A2g i the question would be whether now is the time to make rovision for special T.kLENT communications distinct from i 25X1A2g 3. c. Z. c? The establishment of separate TALENT comrnunicationIri channels involves) the follovving actions: 1) The approval of the Directories office Lar th liehment of a separate channel in order to insure restricted and controlled dissemination. The coordination of the Communications Security Division to arrange for communications handling in the special signal center and the restricted and controlled dissemination from that signal center. AIL& 11, Kr 6413,1E VIP v A special signal center in L Building already exists with limited personnel cleexed for highly sensitive projects such as .AQUATONE. They are oleo today cleared for TALENT. d? Go elusion: In, view of the very small amount a traffic now flowing through channels and bearing on TALENT Znotterst it is not believed neceseary to make this transition at this time. However, at such time as the TALENT flow becomes considerably larger, by virtue a business bearing on AQUATONE, or by virtue a the flow a materials fron...... consideration should be given to establishing this new TALENT communications arrangement. Q7E.SUQN 3. Is it necessary to have a communications arrangement which will permit the proper handling of TALENT.' CO/colINT messages? b. Comment: It is now clear that by virtu* of recent decision. bearing on the dissemination of the WAR and the CMIto only the latter having heretofore gone toIMME. there is even less likelihood of TALENT.COMINT traffic* and there have only been previously one or two. cameo where ?I'ALICNTA.COMINT messages were sent. Where it appears that messages must be transmitted Involving the two security systems* it is recommended that the sender be required to separate the substance of his messages so that each part may flow through its own system with any necessary reference to mrassages transmiteed in the other, In the event where this is not possible* we have the assistance of the COMINT Security Officers of OCI to try to achieve a sanitisation of the COMINT element in order that the message may be transmitted through th,e TALENT (at the present time channel. 25X1 A2g c, Con stow That no TALENT-COMINT communications 25X1 A2g 5.
