1. Attached for your information is an appraisal prepared
by PI's among the agencies which indicates technical factors to be
taken into account of any consideration of another flight over MOZHAYSK.
2. I explained to the Ad Hoc Requirements Committee, as
noted in the Minutes of the meeting on 30 January 1957 (TCS-793-57,
ARC-M-31), that these views should certainly be made available to
Pete Scoville and his two committees, JAEIG and GMIC. You will
note in that Minute that I also emphasized that the question was not
simply whether one should return to MOZHAYSK or go to K.APUSTIN
YAR but rather, when appropriate and timely, a recommendation as
to where, in the light of our study of MQZHAYSK and other things,
any new penetrations should occur.
