2. It is our view that advantage should be taken of the
indications type intelligence from Far East Aquatone missions is
not as urgent at the moment as the need in the Middle East was at
the time the 0 were established in Europe, it is felt that
the facility should be available and procedures agreed upon in
order to insure immediate use in the event the need arises.
3. Far Eastern Aquatone operations conducted from
will, in practically every case, result in material of direct
and immediate interest to the Theater Commanders. To take the
time to transport all the material to for processing
and on to Washington for exploitation would result in an unneces-
sary delay of weeks and possibly months in getting this intelli-
gence back to them. Leaving a duplicate positive film in the
Theater would also provide insurance against possible loss or
damage that might be incurred in transit. This consideration is
of greater significance in the Far East as compared to Europe in
view of the transportation distances involved.

VII, SECURITY: Those who are participating in AQJ TONE operations
must have an AQUA.TCI' clearance. Those who use the product
of AQUATONE must receive a TALENT clearance. The difference
in the tune and quality of these clearances is not one of
difference in standards, since they apply substantially
the same standards, but a difference in certification.
Accordingly, those already cleared for TALENT prior to entering
AQUATONE operational bases must also be certified as AQUATO
cleared. This is accomplished by submission of the nos of
those to be assigned through AFOIN, G-2 or ONI, as applicable,
to the Headquarters AQ'U&TONE. Notification of AQUATC)NE certifi-
cation will be made to 'those requesting as well as to the
Detachment Gander in question, who is responsible for
