In accordance with the understanding reached at the 13 March meeting of the Ad Hoc Requirements Committee a draft SOP for a Far East F___1is herewith submitted. 25X1 Centers on a "crash" basis. Procedures for Overseas Handling, Processing and Reporting on Photographic Results of AQUATONE Operations 1. PURPOSE: To define responsibilities for overseas handling, processing and reporting on photographic results of Far East AQUATONE operations and to establish policies and procedures pertaining thereto. II, DEFINITIONS: B. It is understod that the term FEAF as used herein will be replaced by the title AFPAC after implementation of the Far East Command Plan. For the purposes of this paper., the terms FEAF and AFPAC are considered synonymous III. RESPONSIBILITIES., A. DE'TACT NT C +It l.1 3ER s The prompt handling and shipment of all exposed film., for immediate processing, and photo interpretation at the OCenter., will be the respon- sibility of the Detachment Co maAder. The Detachment Commander will, based on instructions from Headquarters AQUATO!E s pass the exposed film to the I (Center or ship directly to Headquarters AQUATOI . Upon release of the film at the earliest time possible from the Center., the Detachment Commander will return the original negatives to Headquarters AQUATONE (for Hem) in accordance with instructions from Headquarters AQUATONE B. will be responsible for: 1. Processing of film and titling of all reproductions retained in the theatre. Titling will be done in accordance with instructions. 2. This does not preclude sending the report simultaneously to Headquarters USAF, if so desired by USAF. 3- Preparation of duplicate positives and prints as required to meet theatre needs. 4. Preparation of prints as. necessary for the IPTR and the maintenance of such selected print file as required 5. Prompt return of the original negative to the Detachment Commander upon completion of the foregoing. 6. The preparation of special reports requested from Washington by participating agencies directly to their respective senior representatives provided that the fore- going (paragraphs 2, 3, 4. and 5above) responsibilities are not impaired. C. The TALENT Control Officer Headquarters FEAF' is responsible for establishing the necessary control of the products pro- 25X1 duced from the original negatives byI in accordance with the TALENT Control Manual. This will include insuring of proper titling. REPORTS: A. FORMAT: The IPIR will be prepared in accordance with the following: Part 1. (Report identifier "ODE", followed. by sortie nr,mber, and sortie date. Sortie number serves as report number . ) Part 2. (List of major areas covered by report.) Part 3- (List of objectives covered with a brief statement of significant. information. ) Part 4. (State camera position, quality of coverage, and exposure for each objective.) B. CLASSIFICATION: 1. IPIR ? s and related reports prepared in the field on missions which penetrate ScAriet Bloc areas (USSR, Corm mist China) will be identified as Ode Reports. 2. All AQUATONE products and materials and all reports prepared therefrom will be classified "TOP SECRET CHESS" and will be retained within the, TALENT Control System. These reports may be disseminated by the TALENT Control Officer, Headquarters F'EAT', within LENT channels to authorized recipients within the theatre to meet theatre requirements. GENERAL.- The Army,, Navy and CIA are invited to participate center. P. SUPPORT*. Center by placing personnel on duty with the 1. CIA will initially provide Photo Interpreters 2. FEAF/AFPAC. 4. FEAF will provide personnel support for taking into account personnel contributions as outlined above A minimum of manning must be maintained to assure capability at all times. VI. COMMUNICATIONS*. A. Messages initiated at the Washington level which might affect the operational policy or administrative procedures of the Center will be coordinated with all agencies concerned prior to dispatch and will be prefaced with the following phrases "COCRDINATND~ INSTRUCTIONS NIE .GN o" Such messages may 25X1 be transmitted to 0 over either CIA or USAF channels. Those who use the product of AQUATONE must receive a TALENT clearance. The difference in the tune and quality of these clearances is not one of difference in standards, since they apply substantially the same standards, but a difference in certification. Accordingly, those already cleared for TALENT prior to entering AQUATONE operational bases must also be certified as AQUATO cleared. This is accomplished by submission of the nos of those to be assigned through AFOIN, G-2 or ONI, as applicable, to the Headquarters AQ'U&TONE. Notification of AQUATC)NE certifi- cation will be made to 'those requesting as well as to the Detachment Gander in question, who is responsible for indoctrination.
